D3 Air and Space Operations, Inc. (D3ASO) is a federally certified Service-Disabled Veteran-Owned Small-Business (SDVOSB) founded September 11th, 2006 by Mike, Sean, and Tom Doughty. Our mission is to provide worldwide, full-service expertise to lead, manage, advise and staff complex programs and mission needs. Our team has the background, insight, and expertise necessary to execute high- visibility, high-priority, no-fail operations to Federal, State, and Private sector customers.
D3ASO has extensive experience providing strategic programmatic, technical and administrative Advisory and Assistance Services (A&AS) supporting critical programs and systems for the United States Air Force (USAF) including Secretary of the Air Force (SAF), Headquarters Air Force (HAF), and the Air Combat Command (ACC). In recent years, we have expanded into state programs including substantial programmatic oversite of the Florida Department of Management Services (DMS), Division of State Technology (DST) MyFloridaNetwork-2 (MFN-2) conversion supporting Florida's enterprise infrastructure and providing cutting-edge security and robust network connectivity.
Although a “small” business, our corporate experience includes widely varied strategic and tactical-level support and rigorous quality control. We are distinguished by our ability to integrate our outstanding professionals and resources with the best talents and technologies available. We have grown rapidly despite federal and state budgetary pressures while providing exceptional customer support.

Michael Doughty
Founder, President CEO
A founder of D3 Air & Space Operations with 28 years of Air Force experience at the squadron, wing, and major command levels, Mike has combat time in the F-15 and EC-130 aircraft in the Air Forces Central Command area of responsibility. Mike has extensive experience in the Air Education and Training Command including serving on the Inspector General team and developing syllabi to train Air Force pilots.
Sean Doughty
Founder, Vice President CFO
A founder of D3 Air & Space Operations with over 34 years of Air Force experience at the squadron, wing, and major command levels, Sean has combat time in the F-15 aircraft in the Air Forces Central Command area of responsibility. Sean has extensive experience in the Air National Guard, Air Forces Northern, and the North American Aerospace Defense Command including serving as Chief of Combat Operations in the Air Operations Center.
Thomas Doughty
Founder, Director of State Program (SLED) and Program Manager
A founder of D3 Air & Space Operations with over 27 years of IT industry experience, Tom has served as a network engineer and in leadership roles with state government including Chief Information Officer for the Florida Executive Office of the Governor. Tom holds many IT certifications including PMI Project Management Professional (PMP), (ISC)² Certified Information Systems Security Professional (CISSP), ISACA Certified Information Systems Auditor (CISA), Dynatrace Associate Certification (Application Performance Management), and many other leading hardware and software vendor certifications.
Steve Mangum
COO and Director of Federal Programs
A key leader of the D3 Air & Space Operations team with over 20 years of Air Force experience at the battalion, brigade, and division levels, Steve conducted combat operations as a Joint Terminal Attack Controller in the Air Forces Central Command area of responsibility. His Air Force service was spent attached to Army formations as a Tactical Air Control Party team member where he made significant contributions to the development of joint force tactics, techniques, and procedures. He has extensive experience leading, training, and evaluating the tactical and operational command & control of airpower during Joint force combat operations.
